Shellby Padgett serves as the Goldwater Foundation’s Administrative Officer, bringing more than eleven years of experience supporting executive leadership, managing cross-organizational programs, and building efficient, people-centered operating systems across federal, nonprofit, and mission-driven organizations.
Known for an analytical mindset and a talent for spotting procedural gaps, she specializes in developing sustainable systems that improve efficiency, communication, and organizational wellbeing. Her accomplishments include leading workflow redesigns, establishing new operating procedures, and performing strategic analyses that improved time management, reduced staff burnout, and freed senior leaders to focus on high-impact work.
Before joining the Foundation, Padgett held leadership and operations roles in nonprofit and government settings — managing substantial budgets, securing grant funding, cultivating partnerships, expanding programs, and creating policies that streamlined administrative functions while generating considerable annual savings. She has also championed advocacy and training efforts, directed donor-engagement strategies, and broadened service offerings for families and communities.
She holds a Master of Nonprofit Management from Regis University and a B.A. in liberal arts with elementary education licensure from Colorado Christian University. Her professional philosophy centers on advancing people, strengthening organizational capability, and building systems that let missions — and the teams behind them — flourish.
